Concrete can be very porous and absorbent. If you were to apply the floor paint directly, it would be drawn into the ground, resulting in you having to apply even more coats of floor paint than if you had applied a primer first.
If your subfloor is hard and smooth, a primer can make your floor less of a hassle. The floor paint will not adhere well to a subfloor that is too hard or too smooth. A primer adheres very well to the subfloor, and the floor paint that you apply on top of it will bond well with the primer. This actually forms the intermediate layer between the floor and the paint.
